I definitely wouldn't recommend that! Is your BPT on it's own? They should be minimum male + female or a shoal of 6+ I believe. My Male and female are quite territorial.

I had a bad experience with bettas and tetras so I'd say probably not. The betta is too slow moving and vulnerable with his giant flowing fins. I dont know much about black phantoms though. You might want to try a paradise fish instead of a betta. They're in the same family... They look like bettas on steroids. They're more intimidating and less vulnerable than bettas so they're less likely to be nipped. They also dont seem any more aggressive than a betta.
