Hi i have a black moor and a fancy goldfish in a 15l tank using a marina i25 filter. my blackmoor has started swimming on his side and lieing at the bottom of the tank. is this normal? also are they prone to blindness as it seems to have problems seeing food both on the bottom and surface?
 
I am sorry but your tank is WAY too small for these fish.

These two fish need to be in a minimum of a 30 gallon (115 liter) tank.

These fish are massive waste producers. Fish waste and left over food produce ammonia. Even in very trace amounts it is poisonous to fish. Ammonia becomes NitrIte which is also poisonous. A filter grows bacteria which turns the NitrIte into NitrAte which is ok in relatively small amounts and not lethal.

You are seeing symptoms of stress and poor water quality.
While moors do have poor vision due to the shape of their eyes and feed by scavenging on the bottom, listing on its side is a very serious problem.

If I were you I would begin doing LARGE waterchanges immediately with dechlorinated water.

Do you have a water testing kit? If so, can you post your readings here for us to help you?

For the sake of the fish's lives, you need to either rehome them or buy a much bigger tank.
