Black Kuhli Loach Loafing On Heater

one of my black kuhlis has recently taken up loafing around on the bridge of the suction cup that holds my heater to the side of the tank. i have a picture but i dont know how to post it. iv heard about fish getting burned by heaters but id think he'd have more sense than to do something that would hurt himself. its a small heater for a 5 gallon tank. idk if it has a heater cover on it. does this sound safe or should i look into it?
