Bettas In Test Tubes

I watched Stark Raving Mad last night (great movie! ) but in one part of it they had a shelf full of test tube things with bettas in them Very weird...

Anyone hear of keeping bettas in test tubes before?! They were big test tubes, but still the bettas could hardly move

I saw some here in our part of the world... placed in small perfume bottles with a cork on top. The cork has a straw for you to feed the fish.
