Hi guys I got a new office buddie Cosmo (male betta) last week and I have him in a big bowl however the bowl does not do him justice so I am going to get a tank with a light is a 16Litre tank too small and should I use the filter and if I use a filter do I still do 100% water changes?

it all depends on personal opinion. Some people think you shouldn't keep a betta in anything less than a 5 gallon tank, others are fine with a 3 gallon.

And yours is what around 4 uk gallons and 5 us gallons. IMO that's a big enough tank for a betta, but that's just my opinion.

All of mine have filters in their tanks and I don't do 100% water changes, I do 30-40% water changes each week, and use the gravel vac. I don't think it's necessary for 100% water changes if there's a filter

Congrats on your office betta!

if you can, get a biUbe. its a 35L tank that is circular and has everything you need in there.....lamp, filtration (chem, mech, and bio), air tube, electric transformer and a beautiful tank for your desk. check it out!

No 16litres isn't normally considered too small.
Personally i think if you are using a filter, until cycled the tank is closer to an unfiltered tank than a filtered and cycled tank, until the cycle is complete 100%ers are a must (IMO).
Once the cycle is complete 20-40% weekly would be recommended.
If you avoid using a filter then as mentioned already in a round about way, stick to at least a 100% water change weekly.

I think that 16 liters is great comes to around 4 US gallons, I think that would even be a good size to filter and if not just change out the water every 5 to 7 days. I have my male in a 5 US gallon tank and do 100% water changes every 7 to 9 days religiously, so I'm thinking that with a 16 liter tank it should be a great home for your betta and easy to take care of.
