Betta laying on side at bottom of tank

I'm really hoping someone can help I'm worried about my betta. He is normally black and under his belly is white and he is losing his color and vibrancy he is usually really active and he is laying flat on his side at the bottom of his tank. His fins are really tattered and he looks like he has white spots on him. I ordered an ick medicine and have been keeping the tank warm to try to help. He has a bubbler in the tank, a snail, a moss ball some rocks and a silk plant. after reading some posts I thought it could be the water quality that was off so, I just completely scrubbed the tank I did not use any soap because I know that's bad just water a sponge and some elbow grease. there is a little bit of freshwater aquarium salt in the tank to make the water softer and I conditioned the water like always. I'm really nervous and I don't wanna see my Kurro(his name) be sick or die, someone, please help. Also, it is a 2.5-gallon tank.
