Not really. Halfbeaks like a bit of a current -- I mean, look at their shape! -- and are happiest treading water and waiting for food to float by. Betta splendens at least isn't going to be happy in those conditions. If you had a big tank and the filter was at one end and the tall or floating plants were at the other, they might be fine. But otherwise, mixing them isn't the best idea I've heard today.
On the other hand, the mountain stream dwelling mouthbrooding bettas would be pretty good choices, provided the betta species in question wasn't so big it'd view the Dermogenys as food.
