Betta Fish Dying Pt 2 Ahhhhh

I have got in from work to find another dead Betta and one dying i have noticed a red mark aroud a couple of my Beattas faces I have attached a photo for any ideas the Loach has now been removed from the tank?
Is this a fish disease???
