Betta at the bottom breathing heavily

Hello, my betta is in a planted 10 gallon tank with six neon tetras. He's been sleeping a lot lately/being very lethargic but I attributed it to the tank not being heated (the heater broke and a new one is coming in today). However, right now, he is laying on the bottom of the tank breathing very heavily. There is white on his chin and near his gills. I don't have water parameters, but all the tetras are acting fine. Is there something wrong with the water then? Or is the betta just old?

What do the white spot near his chin look like, pictures?

We need water parameters. Do you have a test kit? If not, take it to your LFS. They usually do it for free. (We need the actual numbers. Don't just let them get away with you telling your water is "fine")

I'm not even going to bring up the fact that Bettas and Neon tetras shouldn't be kept together. We will figure out whats wrong with your betta, then go from there.
 
I agree, we need pictures to tell you anything definite. For now, test your water and tell us what the parameters are. How long has the tank been set up? How old is the betta?
