I have one question can a male betta live with cardinal tetra

Depends on the bettas personality.

You would need to have the cardinals first, so he is therefore entering their space, and doesn't class the tank as his own - gives you a good head start but it really does depend on him.

Even if he does tolerate them, look out for signs of depression or general 'sulking' many say bettas are much happier fish on their own.

My veiltail is solitary, although my plakat has black neons as tank mates.

so i guess  i should not keep it with cardinals, rather be safe than sorry, thanks

It depends on your beta's personality. I have a female crowntail in my community tank and it doesn't bother any other fish. Although males may have a different story.

You can try it if you want, just have a back up plan incase it goes wrong.

What size tank are you thinking of trying this in?
