Betta acting funny

i've noticed my betta acting funny today. he seems to swim around sporadically gulping down water then comes up to the surface and sometimes spits out a bubble or two, then gasps for air and goes and sits on the bottom for a while and then repeats. is he trying to make a nest??? if so he isn't getting very far cuz by the time he gets back up to the surface the bubbles have popped. he isn't gonna stress himself out is he? he'll relize he's getting tired and stop, right?
