baby koi

i have a baby koi in a 29 gallon. i'm keeping him there until the pond is finished. he's not more than 3 inches long. well, he's not eating and he's hanging out at the bottom a lot. he seems to go for the food but misses it. should i cover the tank to make him feel more secure?

need more info on the tank. have you had the water tested for ammonia, nitrite, nitrate and ph recently? how long have you had the fish and how long in the tank? what filtration are you using and which food?
