Are These Parasites?

I just set up a 70 gallon freshwater aquarium. It is a planted aquarium with eco-complete as the substrate and lace rock for caves and structure. I have vallisneria, dwarf baby tears and some java moss so far. I used Dr. Tims One and Only biological starter. After approximately one week I noticed a white fungus developing in spots on the lace rock (lace rock was thoroughly washed with water under pressure to remove any debris before putting in the aquarium). I also noticed a few small wormlike creatures approximately one-half centimeter in length propelling themselves through the water in a wiggling motion. Are these parasites? I currently have no fish in the tank as I'm still going through a fishless cycle. I'd like to eliminate these creatures before introducing fish. Any Advice?
 
I'm not sure exactly what these worms are, but they're not parasitic, I'm sure of that. I've seen them in new tanks before. Fish will eat them, if they're not gone by the time your cycle's finished.
 
I had a white fungus looking substance on my lace rock too after a couple weeks in. I just pulled it back out an scrubbed it again. It hasn't come back yet and it's been at least 3 weeks. Not sure about the worms. I didn't have any with my rock.
