Are My Fish Hiding Or Is This Resting ?

I have 2 harlequins in a 55L tank.

This morning they are both under the filter.

Not really noticed them doing this before..

Are they OK ? Are they hiding/scared or just 'chilling' ?

They are more or less stuck to one spot!

How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

Are they laboured breathing.
Is there enough aeration in the tank.
Do they look pale with clamped fins.

My harlequins used to stay in one spot for long periods.
