Are Kuhli Loaches Diggers Or More Scavengers On Top Of Rocks?

thinking of maybe going with kuhli loaches over my yoyo's if they might work better. i love my yoyo's but they make me so mad at times as well having a planted tank and all. They love to uproot any type of ground cover i attempt and constantly horass other fish. Actually its only the largest that does the horrassing part, but still its getting on my last nerve.
 
I have 3 Dario, 1 Kubotai and 1 Rostrata in a 4' tank with 5 black Kuhli's and they are all as annoying as each other when it comes to uprooting plants. I have found though that they tend not to uproot plants like Hygrophylia Polysperma or Java fern but plants like Vallis just wont stay in the gravel. The Vallis that I have along the back of the tank doesnt get touched but the vallis at the front which is where the food goes is constantley uprooted.
 
I don't have a problem with uprooting plants at all. It could be what I have planted though. I have a combination of java fern, anabius, dwarf swords, java moss. I have black kuhlis, regular kuhlis, clowns, polka dots and 4 inch yo yo loaches. I have large cave systems for them all and that also might be of some help.
