Are All Heaters Submersible

I realized that there is a max water line on the heater. it's a Elite 300w. On Hagen's site, it says it is submersible, what is the story behind that contradiction
 
Yep that is actually the MINIMUM water line. Which means that has to be under water do not run the heater dry. You can have the whole thing under water.
 
I am really confused now. Both my heaters have lines that say maximum water line so I have always kept the top above the water. But in pics I always see peoples heaters submersed.

Then yours is probably NOT submersible and you will have a electrical problem if you do submerse it.

My visitherm has a min line somewhere near the middle of the glass tube. If there is a line at the very top then that means your heater isn't submersible
