Arcadia Ot2 Luminaire 100Cm Unit, Flickers On And Then Stays Off

Hello all, 
 
I have inherited a lighting unit which came off a marine tank, its the arcadia ot2 4  x 39w version, and its 100cm long. Now two bulbs work absolutely fine but when turning on the other it seems it quickly flashes on and then goes off and doesnt attempt anything else. 
 
I swapped the tubes over from the working side and it does the same. Am I looking at a faulty ballast perhaps ?
 
Also, I am still umming and arring about whether to keep it, change the bulbs and use it on a tropical tank, but how much are these worth second hand? 
 
It is in pretty good condition, few cracks here n there in the plastic end bits, but doesnt affect a thing. it also is missing the stands for the tank, but does have the little brackets which you attach the suspension wires too.

If so, then I'll take it off your hands and put it to good use!!.... (cheap unit.. NOT!)
 
If it has two mains leads, then this implies that two ballasts are fitted. If it has no starters then this implies that electronic ballasts are fitted. You are looking at approx. £20 for a replacement ballast.
 
You would need to open the unit up to check exactly what is fitted. If you decide to do this, please take a photo or two of the existing ballasts, post them here and I'll confirm exactly what is fitted and what you require. If possible, I'll need to see the wiring connections (ballast terminals) and the wiring schematics (probably printed on the ballast case). Failing that, the ballast manufacturer and ballast model number would help.
 
Also, the overall dimensions and the mounting method (bolted, rivetted or just siliconed in/glued) of the fitted ballasts would also be a great help.

Very useful response, thank you! Since writing my OP, I have realised that the bulbs work in pairs, and previously noticed that there is a tiny hole in one tube, therefore blown of course! swapped it over with another one and bingo working, so only 1 bulb gone!
