Depends on your tank construction.

If the floor of your tank is flat to the bottom then yes you need an underlay but most modern tanks these days have a suspended floor where the floor is a half inch or more clear of the bottom in which case no underlay is required.

Most LFS sell thin polystyrene which does the same job for about 30p per square foot
