I was wondering if Scarlet Badis and Apisto's could live together, I plan on making a community tank with the two. I have heard from a few sources that it would be fine, and I have read from other sources that its a bit risky.

I am not really sure, but if the tank is big enough probably. How big is the tank and what does it look like maybe a picture would help?

From Seriously Fish's profile of scarlet badis
"Slow-moving with a retiring nature, and easily intimidated or outcompeted for food by larger or more aggressive tankmates. It is best maintained alone or with small pelagic species."

I would not keep them with any apisto species.

Twice I have had Scarlet Badis, and both times they eventually starved. They can be very fussy eaters, and unless you can provide an assortment of good live foods, they may not eat. Mine only ate frozen bloodworms, which are not at all a good staple food, and thus they died in time.
