16 gal tank. Current stocking:

2 Dwarf Gouramis
2 Platies
2 Swordtails
3 Albino Corys
2 Guppies
4 Neon Tetras
1 Common Plec (To be rehomed)

So, two questions:

Are these fish compatible with the smallest of cichlids ie rams

If so, is this tank big enough for 1 or 2?
 
compatible with Rams and apistos - Yes
Space with current stocking - No
 
Whilst compatible IMO with that stocking, I would have to say not in that size tank at present, possibly one if you rehomed some of the fish, obviously the plec, possibly the cories and swordtails, then you should have enough room for one.
 
if you do eventually go for a ram, go with bolivian, as you cant crank your heater up to 28oC because of your present stocking the neons will hate you for it, and german blue rams will soon die at lower temperatures as their metabolism and digestive system slow down, and that can lead to disease
 
As long as you keep up with water changes, and you have decent filtration you will be fine, your stocking is pushing it so make sure water changes aren't missed. I would go for a pair of Ram, as long as your tank is longer not higher.

You could try upping the temperature to 27, I know Neons like it tad cooler, anywhere from 24-26 degrees, but I don't think 1 degree would cause too much trouble. It's a bit of a risk, so it's up to you if you want to go for it.
 
I'm giving away the neons and the plec. What's the common name for the ram I posted?

MICROGEOPHAGUS RAMIREZI - ram, blue ram, german blue ram.

As opposed to Mikrogeophagus altispinosus which is the bolivian ram.
