Should I have my tank filled with salt water and salinity levels in check before I add the live rock to cycle it? Or can I basically do them at them same time?

i would say that it wouldnt hurt to do them at the ame time but i cant remember what i did so sorry.

do not put the live rock into unsalted water.

Get your salinity sorted first and put the rock in.

Have a/some powerheads running when you put the rock in as this will circulate the water around the rock and help eliminate/reduce any die off.

Yep, as Mutant says, Water, heat it up first then bring up to the correct SG, you can mix it in the tank, or all your beneficial bacteria will die off and any hitchhikers will also be winging their way to the big tank in the sky  if you add the rock before the water is a good temp and salty
