Angelfish fin 'drooping'

Some of my baby angels top fin is drooping. I know they all eat well, and the only test I have for the water is ammonia and it registers in the 2.0 to 3.0 range. They are in a 30g tall with 6 zebra danios and we just added 2 little .5" plecos. The tank is new, cycled with the same gravel that was in the tank they were moved out of, same filter, same tank decor and about 25% of the water out of their other tank.
Could the ammonia be the erason for this? Or do they just get tired and it droops? :crazy:

Yea, I believe the high ammonia is the problem. It should read 0ppm. 2-3ppm is very high.

Is it possible to put them in another tank while your tank cycles? You still have to go through the nitrite cycle yet and it will be hard on your angels to make it.
