Hi i am the proud owner of a newly aqquaired used (but leak free) 33 gallon high tank. Dimensions are 24 by 12 by 20. Im planning to add (after cycling of course) cherry barbs pepper cories penguin tetras and a dwarf gourami. My question is: would an angel fish be ok in this community? I would add it last. (Probably 4 months after the tanks is cycled)

Penguin Tetras tend to be fin nippers. How about Harlequin Rasboras instead? As long as the Cherry Barbs and Harlequins are of reasonable size, it shouldn't be a problem.
 
Hi;
there are two species of fish that are sold
under the common name "penguin fish"

the most common one is Thayeria boehlkei Blackline penguinfish
this fish is quite nippy, but this can be reduced by keeping in shoals of 10+

the second and less often seen is Thayeria obliqua Penguinfish
this fish is very social and not a fin nipper at all, however it does get relativly large at 7.6cm so that needs to be taken into account for tank size.

It seems that even Banesh have mixed up the temperment of obliqua with that of boehlkei
