What I thought was a male and female on looking closer both my angel fish are laying eggs!? How is this possible when its just them two?

Two female fish will often pair up and spawn, if there are no males present (and, very occasionally, if there are males).

It is especially common in cichlids, IME.

And this is why the only reliable way to sex angels is to check the shape of their tubes when they are out or else to observe them when spawning. I once bought a male discus which laid eggs a week later. Discus are as hard to sex as angels.

These eggs won't be fertilised, if there's  no male involvement.

There are some animals that can change sex, or breed without the need for fertilisation, but angels aren't one of them :)
