What is the recommended ammonia land alkalinity level for a FOWLR?

if it finished it's cycling, I would have thought, like any other tank, you would be aiming for 0ppm

yep you want 0 ammonia and 0 nitrite. Nitrate can go up to 50ppm but 0 is better for that too. It is hard to keep the nitrates at 0 so anything below 20ppm is great for fish.
The PH should be about 8.4
