Algae Eater? Otocinclus Vestitus?

What kind of algae eater do I have? Sorry the video sucks but couldn't get a clearer picture with the position of my tank and my borrowed crappy camera. The person I got it from says it is an otocinclus vestitus aka otto cat. But I am not sure that it is... The video link is below
