not extrememly rare, but what sized tank do you have him in? looks like an albino common plec - - which means it can grow to almost 24" - - you need to keep these in a 100 gallon heavily filtered tank due to their size and waste

Not too rare. Saw them all the time when I worked for my lfs.

Need 100 gallons plus, preferably 5-6 foot long tanks as they can get to 24" long (2 foot). Need extra filtration due to amount of waste they produce and you'll need to be cleaning your gravel at least weekly, if not more.

well as bad as it seems his in a 180ltr tank, but ive got a 240ltr tank that his going in soon, probably still a bit small for him but thats the best i can offer him at the moment.

He needs to go into the 240 ASAP. Being in a small tank for a couple of weeks is fine - no worse than being in a hospital tank or something. However, it is still important to upgrade him ASAP. Small tanks = higher risk of polluting the water and more stress, which can be fatal.

If you want to keep him, you need to find a way of getting him into a 100 gallons. If you can't do that, it would be best if you just foster him until he can be rehomed.

Well done for rescuing the poor plec. It's lovely. Move him into the biggest tank you have or can get ASAP. Yes ideally he should be in a 6ft tank but he's far from 2ft yet and may never grow to full size. If he was kept in filthy cramped conditions before as you indicated, he may well be stunted. Large plecs are difficult to rehome and you might end up keeping him for a long time till he can be adopted by someone with a very big tank.

the tank he was in was diabolical, with out a word of a lie there was about an inch of rotting green waste on the gravel witch was black(should of been cream color). no heater, no air stones just him and a oscar. going to set up the 240ltr tank on the week end, just waiting for the oscar to be rehomed, leave it set up for about a week then add my fish to that, hopefully he should be right in there for two more weeks, the dayly water changes are starting to get really old, i hate having my tank so over crowed, :-(
