Albino Corydora Fin Problem

My albino corydora catfish has most/all of his fins gone, from my mistake of keep him with a nippy male betta fish. I was wonderin if there was anyway to promote his fin growing, it has been about 2 years and he still hasn't grown any of his fins back.

So is there anything i can do to allow his fins to grow back, or will they not grow back at all?
