air pump

Do you put an air pump in the tank while you are medicating a betta? Rye seems to be breathing funny. He goes up to the surface seldomly. He just opens up his mouth over and over again. I wanted to add a small air pump so that it would have a little bit of bubbles to supply the water with oxygen. Do you think this would be ok or should I just spare him the stress and leave him like that?
He does seem to be a lot better. He swims up on top now but still hasn't ate since the day before I started the meds which was like 4 days ago. I just don't want to prolong his stress or maybe he's already stressed because he cant breath right and I want to make him feel better. *sigh* if only fish could talk -_-

As background: He's in a 10 gallon and is currently on Maracide and Maracyn for velvet and fin rot. 1-3 days into the medicine he was just laying on the bottom and stopped eating. He chewed some of his tail off also. Filter is fixed because of the strong current it had (stressed him out a lot).
 
It is better to have a filter in the 10 gallon for medication to make the water circular. Makesure no carbon filter. ;)
