Aggressive Neon Tetra?

In my 10 gallon community tank I have three Neon Tetras (Getting more on Wednesday when I have money) and I noticed today that they weren't swimming around in a group. I've never had this problem before so I don't know how to react. Just tonight I noticed that one of the neon babies would chase the other neons apart from him and the others. So there is aggressive in the middle, and one neon on each side of him. Why is he doing this?

Also; Sometimes my guppy Beenie will chase around the big Black Skirts, but it's nothing serious. It's more like 'Your in my way, get out' and then he leaves them alone.
 
Shoaling fish, including Neons, will pick on each other if you keep them in small numbers. They will pick on each other in larger groups, but the aggression will be spread around, so nobody gets hurt. One of your problems is that you have three. The other problem is that you also have big Black Skirts and at least one guppy already in your ten gallon. How many fish do you have already in there? You might possibly not have more room for more Neons.
 
My 'big' black skirts aren't really that big. Just one and a half inches, actually. I just refer to them as 'big' because they are bigger then the guppies and the neons.

Alrighty then, I'll make sure that there is a bigger number of them, the six that I usually have in there. ^.^
