Advice On Fry.. (Filter Not Working!)

Okay, so I bought a filter the other day for the fry tank.. and it isnt working well!! The water is a bit.. scummy at the top..I dot know if that is the right word to use.. but there is a film on the water at the top. Not sure if thats from the filter not working or what the problem is. I lost one fry today. Not sure why. Should I keep them in the fry tank (there are now 13) or shouel I transfer them to the community tank in hopes they survive? There are like 5 or 6 plants and 3 ornaments 2 which the fry can fit in but the adults can not. I do not want to lose any fry.. but at this point not sure which would be better for them.. and where they would have a better survival chance!!
 
Yeah.. it is like an oil type thing.. how can i get rid of it? And is that a sign my filter isnt working??
 
I think the oil on the top would be from the fish food & is harmless but someone that knows more should be along soon :)
 
Possibly from fish food (oil)? I'd get a sponge filter, you can get decent cheap ones from eBay that work well for a fry tank. They work using a air pump I belive :good:
 
I see that sometimes and it is from fish flakes in my case
 
It's from food. If you're feeding a fair few times a day then this is what has caused the film. Do a fairly big water change, clean the filter in the old tank water. Then once you have finished topping back up drag a sheet of newspaper across the surface of the water to remove the film.
