Is it possible to run an 8 LED Tube suited for 12v power using a 24V AC Adaptor?

I think I read that the appliance will only pull as much power as it can so it should work.

Or is that just a pile of crap?

well yes it is true that appliances draw the power they need, thing is voltage isnt that sort of power, the amps are. so if an item uses 1amp the device will only draw 1amp however many amps are available to it. but whatever happens you need the correct voltage! although nothing is ever that black and white, on the whole this is correct.
 
Power is actually measured in Watts and is the product of the voltage and current. Thus, 120 Volts at 2 Amps will be 240 Watts, 240 Volts at 1 Amp will also be 240 Watts.

A LED, to work correctly, runs at a certain voltage with a certain current. LED's typically have a resistor in series with them that adjusts the voltage and current to suit a particular power supply. LED's, even the high power blue and white ones, need well less then 12V to run. If you try to run the LED from a higher supply voltage, the series resistor will not be adequate and the power disspation in the LED will be to high and it will die quickly.
