Adapting My Filter

Hi, i have a trio 2000 filter and i want to adapt the outlet so it will ripple the surface a bit better and also cut down the flow round the tank (it is in on the minum setting) I want to glue a pipe to the outlet to raise the output nozzle to water level (if that makes sence!!!!!). Whats the safest glue to use ??

Either aquarium silicone or pvc pipe cement will work, I've used both with various projects.
