i hear people talking about "spiked levels"....

what does the spiked part mean ?

In a mature tank, you'd expect your water parameters to stay fairly constant. However, when the tank's cycling, or when you add new fish, or maybe get a fish death, the levels of ammonia/nitrite will show a sudden rise, then will peak and then fall again as the bacteria multiplies to cope with the additional pollution. That peak's what people call a "spike".
