The lowest readily available wattage is 25. I'd suggest that - you just need to make sure it isn't touching any part of the tank. I'm not familiar with perspex, but I know of other people on this board who use heaters in plastic tanks with no problem.
I have seen 7.5" heaters on eBay, but they're just as expensive as higher wattage heaters. You may want to consider buying a heating pad (the kind one would use for a sore neck) and wrap it around the back of the tank. Moniter the temperature closely for a day or so, but you shouldn't have any problems with it.
I have a 50W heater in a 4 gallon with no problems. Like I posted somewhere else, I use a good quality heater and the plastic of the tank is very thick- I haven't had any trouble with it. If you do use a heater you must moniter it closely. I check the heater and the tank daily to make sure there are no problems. Good luck
P.S. My heater is about 1/2" to 1" away from the plastic in my tank- the further away the better
Wal-mart has a little 25 watt heater for around $8, it kept my 5 gallon plexi around 78 degrees. I recently bought a 25 watt Visi-Therm from Big Al's for it, haven't got the tank back up yet though.
