African dwarf frogs would be suitable, you could also mix in a few shrimp species,
Just make sure they aren't African Clawed Frogs which grow much bigger

Definitively no Turtles

Don't think so,

IMO there isn't much point in buying such small tanks as there are only a very small number of animals/fish that can live humanely in them

What're the dimensions of the tank? (just to know, so you could see how many frogs could fit.)

No lizard could fit into it, or any turtles.
Two ADF's could fit, possibly.
