Some filters are stronger then others even rated for the same size tank. What type of filter are you considering?
 
It's almost always better to overfilter. The water flow from overfiltering may cause some difficulties for angelfish shaped fish, but there are ways of dealing with this.

I got a wet/dry Eheim 2227 with filter media included for £99.95.

Its in my Rio 180, flow is quite strong but manageable.

That price included shipping as well.

Overall I can't fault it.
 
With external filters you usually get two outlet pipes, one with blow holes in the top with the end blocked off, is it safe to use it this way, it wont damage the filter?
 
The pipe with the holes in it is the spray bar. It distributes the water more evenly and causes less current then the single nozzle jet style exhaust, which is perfect for you since you don't want too much current. As mentioned, you can play around with the placement to get the best affect - if the flow is too strong you can try bouncing it off of the walls, or displacing it with some decoration. Eheims are excellent filters btw, you can't go wrong with them.
