Shrimp restricts the species you can keep
To an extent, yes. But it all does depend on what OP eventually settles on. They asked for options, and that is what I provided.

I have kept shrimp with some of my betta fish in the past (and still do). I would say about a third went after the young and 10 percent went after adult cherry shrimp. Oddly enough my pea puffers and dwarf chain loaches ignore adult cherry shrimp. My rasbora, pygmy cories, various minnows, tetra and most other fish that would work in a 10 gallon tend to ignore my shrimp in almost all stages of life.

To be fair, I have not kept gourami with shrimp, as the only species I have are Pearl Gourami (which are big enough I would not keep them with shrimp in the first place).

The OP said he wants multiple species so shrimp is not a good option,very risky
 
This is only a 10g, so "nano" species are suitable. And since you have very soft water (15 mg/l is the same as 15 ppm, which equates to less than 1 dH) this will be much easier than if it was hard water, as the small soft water fish species are more numerous.

A male Betta is not a community fish, and to be kind to him he would be on his own. As you want more fish, we move on.

The Ember Tetra, dwarf rasboras in the genus Boraras, some of the other small shoaling cyprinids; the pygmy or sparkling gourami; one of the "dwarf" cory species (I would not consider any of the medium/larger species here in a 10g). All of these are shoaling fish that do best with small groups, say 10-15 of each of the species (not all together, whichever species you choose but two or three species will work) except for the sparkling gourami which can be 3.

honey gouramis aren't available locally where I live, But corys are a very good idea... how many would be good to get?
I've thought about bettas a lot too, but I've heard they can be aggressive and territorial at times, so I don't know.
A 10 gallon tank is too small for all cory 'cept pygmy would you could probably put in 10. I 6 sterbai in a 29 and it is too small for them.

Some other options pangio shelfordii (these are like kuhli but a wee bit smaller and less anxious); shrimp - lots of shrimp - 100's of shrimps - ember tetra - a few guppies - guppies are not small but they don't swim a lot - they just sit there waiting for food - snails - lots of interesting snails - a betta - not my things but people go wild for betta - a borelli - not the biggest tank for them - kind of cramp but you could probably keep a male - i would not keep a pair unless you have another tank you could move the female in case of disagreements. There are 1000's of other options.

btw ember tetra go well with shrimp but the softwater might be too soft for the shrimp.

I would skip kubotai; they can be pretty active. They are lovely fishes esp mixed with ember - but not sure a 10 has enough swimming room. Pity you can't go with a 20 long. Then i'd go with some pencile fish and trio of borelli. red coral pencil with some yellow headed borelli oh well maybe next year.

Leopard corys also stay quite small so they are fine ,I don’t agree with the kulli loach it gets so much bigger than a Cory and you can’t keep it with snails(it’s also quite pricey)
 
Leopard cories aka Corydoras trilineatus are not suitable for a 40 litre tank. Yours may not have grown large but in most tanks they grow larger than the dwarf species of cory.

You have mistake it’s also called false julli corydoras not corydoras trilineatus which is a similar but different

I mean compared to the Pygmy Cory of course it grows bigger but I meant it’s smaller than the albino for example
 
False jullis are trilineatus. From the trilineatus profile on Seriously Fish -

You might also see this species for sale as “leopard” or more commonly “julii” cory. Most of the fish sold as C. julii are in fact C. trilineatus. The “true” C. julii is quite rare in the hobby, as it’s not present in very many of the commercially fished Amazonian waters. The two species do look very similar and correct identification can be very tricky without knowing the collection locality of the fish in question.

Your source literally says julli corys while I said FALSE julli corys , I think you are a little confused
Also I have never seen one bigger than a panda lots of exaggeration

False julii is just a shorthand way for saying "those cories which shops sell as C. julii but are really C. trilineatus". It's not a proper name.
C. trilineatus also have the common names three lined cories and leopard cories.

You do know that those are two different species right you seem to be mixing them, also who memorises scientific names( for a moderator you sure do fight a lot)
 
It is well know than a common name in one country can be a completely different fish in another country. In my country, false juliis are C trilineatus. What are false juliis in your country?
