Im looking to set up my second tank. The tank im going to get it probably 36"x15"x12" for £30.

Lighting is probably going to be: http://www.zooplus.co.uk/shop/fish/technic_and_accessories/_illumination/aquarium_lights/81529
Most likely the 24W. Would like to find something cheaper off ebay but couldn't find anything.

Any ideas for planting setup? I love the dutch style but not sure whats needed for that. I would like to try something a bit different from the norm but don't really feel like adding CO2

Only have one 24W bulb in that lighting unit then. If you install two light bulbs then you will have to inject gaseous CO2.
I'd still dose a liquid carbon additive though to get the best out of the plants. This in combination with an all in one fert like Tropica Plant Nutrition+ should get you on track. Try aim for an overall tank flow rate 700litres per hour. This ensures the resources are delivered to the plants at a good rate.
Lights on for 7hours a day to start off with.
A nutrient substrate is up to you. It can act as a precaution incase you forget to dose or if you don't dose the water column enough. Tropica also make a substrate that goes under grave/sand.
Plant are obviously the main feature in a Dutch tank, therefore an external filter would be best in conjunction with an inline heater so that the equipment doesnt distract from the scape itself.

Basics in Aquascapiing I go into some detail regarding the Dutch style if you scroll down. I have also done several Dutch style tanks, so feel free to ask any questions.
