topic title says it all rally. im building a custom external filter and have scavenged a pump from a decorative waterfall thingy. the spec on the side reads 300 lph, and i was just wondering if this is enough for a 70l tank? it would do the tank around 4.5 times per hour

I would be a little worried as you want to aim for 5 times an hour. Plus, in a cannister filter scenario you really have to knock 50% off the flow rate due to the dense mediain the cannister.

It could work, but it would not be ideal. However, so long as you stock sensibly and keep an eye on levels then it should see you ok.
