*30 Gal. Eclipse Good For SW??*

My neighbor purchased a 30gal. Eclipse tank and wants to start it as a SW. The filter is a Bio-wheel, and it has 2 jets I guess they act as powerheads, The lights are flouresant he has live sand, submersible heater. It's an eclipse tank which has everything in it, the filter is built into the top of the unit. Is this tank sufficient to start a SW? I have a 55gal which is a reef and doing great. He just started and wants to make sure that its sufficient and how much live rock does he need and how deep of a sandbed? Thanks alot I appreciate it. Mike
 
Being a reef keeper you'll know that flourescent means very little, so he'll need to be outfitted with the propper tubes first, and I'm not sure if the "jets" will be powerfull enought, we will need more specs on them. but a 30 gallon is a fair starter tank, he'll need 35-50 lbs of LR andhe needs to go with less than 1" or more than 4" of live sand and argonite/dolomite (which I hope he has in SW, because if he put it in fresh wateer its not sand with rotting stuff in it). Why not get your friend on here, let us talk face to face.
