I have a one gallon pentagonal tank. It has a working 1-3 gallon filter, a hood light and a mini up-to-5-gallon heater and some plant bulbs I hope will grow. I am also going to buy (before I even consider getting any fish) a continual ammonia tester, amquel, ph 6.5, water softner, Hikari Tetra Special. I will fishlessly cycle the tank soon, when I get the tester and the amquel. I have everything else set up and waiting, I am planning on getting the fish on january the 3th through the 8th. Is it okay to put the fish in there if I take these precautions?
 
Neon tetras do best in groups of 6+ and will need a bigger tank than you plan to put them in. A lot of people suggest at least a 10 gallon tank as tetras like to have the space to swim around.
 
I agree with stang, although they are small fish, they need to be in big groups and have a lot of space around them so they can shoal together properly.
They are also very sensitive to water quality conditions, and it would be very difficult to fishless cycle a 1gal tank (as these are definately not the sort of fish that would cope ok with a cycle with fish), mature it over a 6month period of time (tanks need to have a mature and stable habitat to keep neons well), and then add the neons and continue to keep them in there doing regular water changes without stressing them out seriously or killing them.
The lack of space would also cause issues between the neons themselves- although they exist peacefully together when in a decent size shoal and large enough tank, if you keep them in the wrong sort of environment (in this case a very small tank), they can easily become agressive towards each other as they become stressed out.
Basically, there's a lot of reasons why you should never put them in anything less than a 10gal long tank or in a group less than 5-6 strong.
