2l Filter Current Stopper?

Is this a good idea? You set a 2L bottle underneath the outflow (lol not sure exactly what it's called but where the water comes out) and you drill/poke holes through the side of the bottle directed towards the back of the tank. Will these create sufficient currents so filtration can occur? The number of holes and how to secure it to the side of the tank is still in thoughts. Maybe ductape and 20holes? suggestions
 
I'm not sure if using ductape underwater is a good idea. The adhesive maybe poisonos to the fish. If you want to reduce flow, add a spray bar to the output and/or point the output towards the tank wall.
