hey
i have a choice between a 4x2x2 or a 4x2x20"
which one is better for a for a FOWLR which will probally have some corals in the future??

since you have the choice, go with the larger tank, seeing how
they both have the same length.

Agreed, the extra depth of field makes a hug difference to the eye. More stable water quality also.

would i need any extra lighting if i got the 2ft tall?

For a Fish only tank you dont need any special lighting. However if you want to keep corals at a later stage then you are ging to need halides for a tank this deep. To be honest you would really need halides for a 20" deep tank as its still very deep for normal tubes to penetrate.
