could u keep a small oscar in there??

if so are there any other fish u could keep wiv it??

Absolutley not. They need a 75gallon tank for one and a 125gallon for 2 (I think). They get very big, are very aggressive and create a lot of waste.

wats the biggest fish that would b able to live in a 15 gallon??

It depends on what kind of fish and what filtration and maintenence, also what you want to keep with it.

To be honest, it couldn't be more than about 4" in total - when fully grown - otherwise it simply won't have the room it needs to be happy. What kind of fish were you thinking of?
 
I agree, you can have a shoal of tetra's and livebearers, as you are limited to what you can keep with it being a small tank.
