I tihnk theres a way you can do it with the gravel vacuum. Why not just do it the regular and easy way?
 
The easy methos would be floating the bag, and every 4 minutes, add 1 coffee mug full of tank water to the bag. Do that 3/4/5 times, and it should be good. If the bag gets too full, just dump some of it.
 
Use air line tubing with either a valve or a knot in it to siphon water into the bag. Adjust the valve or knot for the desired flow rate.

But this is about the drip method, a much better and less stressful way. Mayhaps, something like float the bag in the tank as usual, get an empty 2l bottle, fill with tank water, put somewhere thats higher than the bag, tie a knot in a bit or airline tubing that can easily stretch from the bottle to the bag, start it syphoning and tighten the know until theres, maybe, 1 drop per second.

I made a cheesey auto topoff DIY that you could make with into a drip acclimator. Buy and sort of plastic container. You drill a hole in the side bottom of the container, large enough to allow airline tubing in. Silicone this into the base. Buy a gang valve, similar to what Tolak said and you can adjust this to drip. It can be setup on top of the aquarium.

In my case to use as a FW manual topoff, I used a plastic suction canister like you see in hospitals and used IV tubing (it has a rollerball valve) to adjust a drip rate. Simple. SH
