10L Planted Low-Tech Shrimp Tank

I have a 10l tank spare, i want to make it into a Low-Tech Planted Shrimp tank.
A few questions;

1.) Is a DIY cycled filter safe enough to use for shrimp?
2.) Are 11W Christmas lights bright enough, i will cover the hood with foil (reflector)
3.) What substrate should be used, i have heard Cat Litter, how do you use this, (clumping cat litter)
4.) I will use esay plants like Java Fern, Elodea Densa etc.
5.) Will this be overstocked for 10 shrimp, bare in mind they might breed.

1. Yes it's fine.
2. unsure, do you have a link?
3. buy some clay cat litter that is 100% clay (P@H - £1.50 ish), layer 1cm of the litter and then cover in 1.5-2 inches of sand or fine gravel.
4.the plant selection sounds fine, you may want to add crypts and anubias to your list.
5. 10 shrimp are fine, even if they do breed.
 
There fine from a lighting perspective, but not so much a healh perspective, get them wet and you'll know about it! I would be inclined to get a cheap clip on or a desk lamp from somewhere.
 
Ive attached them to the hood ventilation holes using cable ties, so hopefully they wont fall off :lol: Actually its not funny :crazy:

Might invest in a desk lamp though then, thanks :good:
