I currently have a 60 litre fish tank that has been established for just over a year now with one f betta fish, and 5 ember tetras. I am thinking of introducing 5 bleeding heart tetra, my betta is quite tame and has never attempted to chase the tetra, does this sound like a good idea?

I agree with @Essjay that Bleeding Heart Tetras are definitely not suited here, they are one of the larger tetras and they need a good sized group. In this small a space they would very likely get nippy, and with a betta...bad. Other members have had BHearts fin nip sedate fish like angels and gourami.

The Embers...this is another risk you should be aware of. The betta may literally overnight decide he's had enough of them, but the Embers themselves can decide it is fun to nip his fins. It goes both ways. As you already have these fish, keep a lookout, thigs can change quickly. Increasing the group is certainly better for the Embers, but given the betta...
