1 Tiger Barb Looking Poorly?!

Hi there, i'm new here... So hope I'm conforming to forum ettiquette by posting here!! :lol:

I have a 12 gallon tank which i've had up and running since before christmas, well stocked with plants, internal filter plus air pump and large airstone, heater etc etc...

My first set of fish didn't go so well, but I think it was a cross of beginners knowledge and lack of enough oxygen,
So here goes second time round- About February time, SLOWLY introduced 1 Plec, 10 Neons and 6 Assorted Tiger barbs, all were doing brilliantly growing, improving colour and getting on, (wow I know!) Untill about 3 weeks ago Mr White Spot appeared, continued with tretment as instructions then shock horror Neon's started dying off (5) then a green barb! I just assumed they were too weak for infection.

Now... all the rest seem great except another of my Green barbs, he's gone very dark, almost black and has taken to resting at the bottom of the tank, I know he is on his last little fins bless him but I'm so confused as all the rest seem fine, could it just be the stress from infection and treatment...? could my others be at risk...?
Should add that I have done regular water changes, gravel cleans reduced temp as treatment info said, also that my water tests have remained constant and good throughout, including my quite high PH(!) although it was like that when I started and I have been reducing it slowly with 'Ph Down'... could this be it also...?

Tank was slightly overstocked.
Never mess with ph its not worth it, the fish get used to your tap ph if you climatise them properly.
With whitespot you turn temp up not down to 30, must increase aeration as the high temp and med reduce 02 in the water.
Need to look at your stats in ammonia,nitrite,nitrate, and ph.
What's your tap ph, and have you been doing large water changes.

Neons are funny with whitespot meds you have to sometimes half dose with fish like this.
