ragged guppy tail

My 1 guppy’s tail has become ragged. There is no nipping going on. I have an all guppy tank and they are quite peaceful. I am wondering if he is sick? He has been hanging around the top of the tank lately and seems to be wanting more air but then other times I check on him he seems totally fine...
